The KANIKURGAN Customs and logistics terminal became the twentieth resident in the Priamurskaya TOR

The agreement on the implementation of activities in the territory of advanced development between The Russian Far East and Arctic Development Corporation (FEDC) and the investor was signed at the end of 2021. TLT KANIKURGAN has become the twentieth project in a row, which is being implemented in the Priamurskaya TOR mode.
The KANIKURGAN Customs and Logistics Terminal is part of the project for the development of the transport and logistics infrastructure of the Far Eastern Federal District and will be one of the largest in the region. The universal logistics hub with an area of 18 hectares will combine an automobile logistics terminal, a container platform, a multi-temperature warehouse for working with food and medicinal products, temporary storage warehouses, as well as loading and reloading complexes for working with vehicles of any tonnage.
The location of the terminal will reduce the length of the route through Russia to Europe by 1.5 thousand km without significantly increasing the mileage in China. It is planned that cargo traffic through the bridge crossing by 2031 will amount to about 719 thousand tons of imports and 660 thousand tons of exports.
In 2021, the first stage facilities were built, including an independent system of engineering communications for the entire TLT. The Rosselkhoznadzor (The Federal Service for Veterinary and Phytosanitary Surveillance)  laboratory is ready for operation, the customs control zone is equipped.
Especially for the export operations of TLT KANIKURGAN, an intelligent queue system for passing through the Blagoveshchensk-Heihe bridge crossing has been developed and launched. After the opening of the bridge on the site amurbooking.com carriers will be able to book travel time from Russia to China. Thus, the system will avoid queues at the bridge crossing.
Also, the technological processes and logistics operations necessary for crossing the state border have been successfully tested and synchronized with the state services. The objects of the temporary scheme are already ready to pass 60 cars per day. By the second quarter of 2022, after the construction of the II and III stages of the construction of the KANIKURGAN TLT, as well as a permanent border checkpoint, the capacity will increase to 400 trucks per day. The project provides for the possibility of further expansion of the capacities of the customs and logistics terminal.
Currently, work is underway at the facility on the arrangement of the territory of export operations of the II stage and construction and finishing works in the administrative part of the SVH. It is planned that they will be completed by the second quarter of 2022, and the entire complex will be built by 2023.
It should be noted that the status of a TOP resident allows an investor to receive a number of preferences, the use of which increases the attractiveness of the implementation of infrastructure projects, and in turn creates favorable conditions for business development in the region as a whole.
"Creating favorable conditions for investors is one of our priorities, and the territories of advanced development in this case are the most important mechanism for attracting investment. With its help, investors receive significant tax benefits and administrative preferences, a plot of land for the implementation of the project, as well as the ability to connect to the necessary communal infrastructure. To date, 35 companies with a total investment of 1.7 trillion rubles are residents of three TOP in the Amur region. Among them are the most large-scale industrial and infrastructure projects that not only open production facilities and new jobs, but also improve the social and engineering infrastructure of settlements in the region," said Oksana Kuksheneva, Minister of Economic Development and External Relations of the Amur Region.
